Prerequisites for a Permanent Driving Licence
Before you begin your online application for a permanent DL, ensure you meet the following requirements:
- You must possess a valid Learner's Licence (LL) that is at least 30 days old but not older than 6 months.

- Scanned copies of your Learner’s Licence, address proof, and a passport-size photograph.
Step-by-Step Application Process on Sarathi Parivahan
Follow these exact steps to submit your application flawlessly:
- Access the Official Portal: Visit the official Ministry of Road Transport and Highways portal: sarathi.parivahan.gov.in.
- Select Your State: Choose your state of residence from the dropdown menu. This will redirect you to your state's specific Sarathi dashboard.
- Initiate Application: Click on "Apply for Driving Licence" from the main menu block.
- Aadhaar Authentication: Select "Submit via Aadhaar Authentication" for a contactless process. Enter your Aadhaar number and verify it using the OTP sent to your registered mobile number.
- Enter LL Details: Provide your valid Learner's Licence number and date of birth. The system will automatically fetch your base details.
- Fill the Application Form: Complete any pending demographic details, including blood group and emergency contact info.
- Upload Documents: Upload a scanned copy of your Learner's Licence. If you are applying for a transport/commercial licence, you may also need to upload Medical Certificate Form 1A.
- Fee Payment: Proceed to the payment gateway. Pay the required application and smart card fee (usually around ₹200-₹500 depending on the state and vehicle class).
- Book a Test Slot: Once the payment is confirmed, navigate to the "DL Test Slot Booking" section. Choose an available date and time for your physical driving test at your preferred RTO.
What Happens Next?
After successfully booking your slot, print out the application acknowledgment, payment receipt, and the slot booking slip. Take these documents, along with your original Learner's Licence and your vehicle (with HSRP number plates), to the RTO on your scheduled test day.
If you pass the driving skill test, your application status will change to "Approved." If it shows "Application Under Processing at RTO Level", it simply means your card is in the printing queue. Your physical smart card DL will be dispatched via Speed Post to your registered address within a few weeks!
